Application for Drone Usage in National Parks

To ensure the safety of national park users and preserve our natural environments, drone operators must be aware of the following.

1. In advance of any drone flight, please apply for permission to the forest management office or the Hokkaido government office in charge of the area where you plan to fly.

(Application may be required 7 days prior to the planned flight. Be proactive and apply early.)

2. After completing the application for your drone flight, please contact the Ministry of the Environment (Daisetsuzan National Park Management Office, Higashikawa Management Office, or Kamishihoro Management Office) in charge of the area where you plan to fly.

We will confirm the flight zone within the park, flight date and time, and explain the rules for flying drones in Daisetsuzan National Park.

3. General drone flight considerations

National parks are used by many people who abide by a variety of rules. We ask that you take extra caution not to disturb other park users or adversely affect the natural environment by flying a drone. In particular, please take note of the following.

①Impact on the natural landscape

  • The natural landscape of national parks not only include wide open spaces, but also natural sounds such as the wind. National park landscapes are characterized by tranquillity. Noise generated by drone flights in national parks may adversely affect this landscape. This may cause discomfort to other users in the national parks.
  • In the event of a crashlanding, we ask that you retrieve the drone. If this happens off-trail, however, and cannot be retrieved, please contact the office in charge of the area at the Ministry of the Environment as described in 2. above, before attempting to retrieve the drone.

②Impact on wildlife

  • National parks are home to a variety of wildlife. They are extremely important for the conservation of biodiversity in Japan. If a drone is flown over such areas, there is a risk of adversely impacting the natural behaviour and ecology of wildlife in response to the sound of the drone. Never follow animals with drones.

③Impact on other park users

  • A great number of people use national parks. In certain high-use areas or times, the risk of a drone colliding with someone, causing serious injury, increases. When operating a drone, avoid doing so on narrow trails where you may block the passage of other hikers.

4. If a Ministry of the Environment staff sees a drone being operated within a national park, they may approach and talk to the operator.
